The Central Texas Chapter, based in Austin, Texas, is the local chapter of A&WMA. The Chapter has over a hundred members in the Central Texas area, consisting of environmental attorneys, engineers, consultants, academia, agency staff (e.g. TCEQ, LCRA), and industry professionals (e.g. AMD, Motorola, Samsung, 3M). The Chapter publishes regular newsletters and holds monthly meetings with guest speakers that discuss air and waste topics of local relevance. These meetings provide members with the opportunity to meet their peers and exchange information. The Chapter also educates the public through volunteer activities and events.

International A&WMA has over 14,000 members in 65 countries. SPCC Rules and Guidance: Past, Present and Future

SPEAKERS:
Polly Johnson is a member of the senior staff of Cook-Joyce, Inc. and has over 16 years of experience in environmental consulting in Texas. Ms. Johnson has been actively following the SPCC rule revisions over the past 4 years and has maintained an ongoing dialogue with the EPA Oil Program personnel in both the Dallas and Washington, D.C. offices. Ms. Johnson is a past-chair of the Central Texas Chapter and graduated from Texas Tech University with an M.S. in Civil Engineering.

OVERVIEW:
In 2002, the EPA substantially re-wrote the Spill Prevention Control and Countermeasure (SPCC) Rules contained in 40 CFR Part 112. In response to industry outcry, the EPA subsequently has extended the deadlines for compliance with the rule revisions; issued interpretive guidance to further clarify the intent of certain rule provisions; and proposed to amend the rule to, among other things, define certain categories of oil-containing equipment and provide flexibility in the containment requirements for oil containing operating equipment. The EPA expects to finalize the amendment before the end of 2006. Ms. Johnson will provide an overview of the current status and implications of the SPCC rules; pending rule revisions; recently published guidance; and recent case law that affects rule applicability. Additionally, Ms. Johnson will share insights that she has gained from EPA Oil Program personnel over the past 4 years and some of the site-specific challenges that she has encountered.
