As outlined in the partnership agreement, oversight of the Partnership Agreement between Mission Presbytery and CESSMAQ, the Evangelical Committee for Service and Support - Maya Quiche, is vested in the Mission Outreach and Service Division of Mission Presbytery. The Chair of the Division, or an appointed representative, serves as an ex-officio member of the Guatemala Partnership Team. All financial transactions involving donations from individuals, congregations, grants received from organizations inside or outside the Presbyterian Church or various fund raising activities are accounted for through the presbytery's bookkeeping system. This system uses generally accepted accounting principles and is subject to annual review by auditors. The Mission Presbytery partnership with CESSMAQ is built upon a foundation of mutual trust and respect. It is one of both giving and receiving on the part of both parties to the partnership. June 2003 changes in the way funds are distributed to CESSMAQ CESSMAQ prepares an Operating Plan each year (2003 Operating Plan) that outlines the specific projects they want to complete, the Mayan communities that will be involved and the amount of money required to complete each project. In the past, some congregations designated one of these projects for their contributions and others left the decision on how their funds are to be used to the Partnership Team. Others requested that the decision on how their funds should be used be left to CESSMAQ. All of these requests were honored. Now, the Partnership Team makes no allocation of funds to a specific project when funds are received with no specific designation provided for their use. The only restriction is that the use must be part of the current year Operating Plan. This change in the distribution process allows CESSMAQ more flexibility in the use of funds rather than restricting their use to specific projects selected by the Partnership Team. Congregations and individuals still have the option of designating a specific project and that designation will be honored. Mission Presbytery will receive an annual report from CESSMAQ outlining in broad general categories the use to which donated funds have been put, but it will not show a specific purpose for which undesignated funds were used. |
