THE PRESIDENT'S CORNER
Our speaker for the January 18th dinner meeting was Maj. Gen. Charles Rodriguez, Adjutant General of Texas, and Commanding General, Texas National Guard. The 107 members in attendance received an outstanding presentation on the exploits of the Texas National Guard in Iraq and during the hurricane relief effort of last fall in New Orleans. His talk gave me a renewed understanding of the importance and the far reaching influence of our National Guard.
On January 14th I attended another milestone event for our National Defense. I was honored to be a guest at the commissioning of the USS SAN ANTONIO (LPD 17) at Ingleside Naval Station, Texas. When you see the type and quality of ship that we are bringing into the new Navy, you get an extreme sense of pride. I was also impressed with the officers and crew of this great ship that will be a part of our frontline naval defense. The USS SAN ANTONIO will be home ported in Norfolk, VA.
As I mentioned last month, a nominating committee has been assembled to develop a slate of officers to be installed at our April dinner meeting for 2006-2007. The committee consists of COL Maurice Quigley, USA;
LTC Harold Hampton, USAF; COL Fred Bangasser, USA. We are looking for officers to fill all positions, so step up and become involved in your AMOAA.
   I hate to sound like an old record but a lot of you have forgotten to renew your membership for 2006 in the Austin Chapter of MOAA. 
 Hopefully it's an oversight. Please either send in your dues or pay at the next meeting. Let your service representative know that you are continuing to support AMOAA . Officer dues are $17 and widows are $12. As I said before, every officer is a recruiter. When you meet a fellow officer in the area invite him/her to our dinner meeting and to join AMOAA.
COL. Graham continues to have a great speaker program lined up for us this Spring, so mark your calendar for our second meeting of 2006 for Feb. 15th. Thank you very much for your interest and support of our chapter.

MEET OUR SPEAKER
Mr. Barto Arnold was born and raised in San Antonio, where he graduated from Alamo Heights High School. He earned both a BA and MA degree from the University of Texas in Austin. You may recall that Mr. Arnold was scheduled as our speaker for September, but had to withdraw because his wife, LTC Jeanne Bullard Arnold (daughter of our own Maj. Stanley Bullard) had a medical emergency in Afghanistan and had to be evacuated to the US. She has recovered and returned to Afghanistan.
Mr. Arnold served for more than 20 years as the State Marine Archaeologist. Currently, he is Director of the Institute of Nautical Archaeology at Texas A&M University. His major shipwreck projects include the Padre Island Spanish Treasure Ships of 1554, the La Salle wreck in Matagorda Bay, 1685, and the Denbigh, a Civil War blockade runner wrecked entering Galveston in 1865.
Prior to the War with Mexico, President James K. Polk ordered Brevet B. Gen. Zachary Taylor and virtually the entire US Army at the time to Corpus Christi, on the west bank of the Nueces River , since Mexico claimed to the Nueces River. On Sept 13, 1845, the Army transport steamer Dayton exploded in Corpus Christi Bay. killing two officers and five enlisted men, and injuring 17 others.

The officers killed were LT. Benjamin A. Berry, West Point Class of 1841, and LT. James Overing Handy, Class of 1842. These two officers had won an assignment that LT. William Tecumseh Shemnan missed. LT. Ulysses Simpson Grant, a member of the same unit, survived the explosion.
On Feb. 15, AMOAA members will have a wonderful opportunity to question Mr. Arnold about the Dayton as well as other matters.  Please be there.

It is my understanding that Mr. Arnold will have a video presentation, so you may want to keep that in mind when you select your seats. This is an opportunity not only to be entertained, but also to learn something new. AUSTIN MILITARY HISTORY 
   Austin Military Officers should know Austin military history. Air Force officers, this one is especially for you. In 1924, Lieutenant Edmund Clayton ( ("P.D."] Lynch of the "Army Air Service," with Captain Calvin Giffin, landed their De Haviland DH-4 airplane on the parade ground at Camp Mabry in Austin. The DH-4 was the post-World War One mainstay aircraft for the United States at the time. (Air Force pilots should not try that feat now.) 
   The DH-4 came in three configurations, the machine gun/observation, the photographic reconnaissance, and the advanced trainer. Lieutenant Lynch's aircraft was the photo recon version, equipped with a Bagley camera. Their mission was to do aerial photography for topographical mapping for the State of Texas. 
   Lieutenant Lynch graduated from West Point in 1922 with a commission in the Army Air Service. He received primary flying training at Brooks Field in San Antonio in the Curtis JN-4D ("Jenny"] of World War One, having a 150 hp engine. He had advanced flying training at Kelly Field in San Antonio in the DH-4 with 400 hp engine. 
   After "P.D."  Lynch retired from the Air Force as a Major General in 1953, he obtained an MBA degree from the University of Texas, became a Professor at UT, and rose to Chairman of the Department. The above is taken from his book, Views of an Early Bird, Eakin Press, Austin, 1990. Photographs of the DH-4 and of a JN-4 in which "P.D." and a cadet had a "bad landing [crash] at Smithville are in his book. "P.D." ANOTHER NOTICE- MOAA scholarship applications are now available for the school year 2006-2007 and are due no later than 1 March at noon EST. Children of military members are all eligible to apply, regardless of parents rank. Grandchildren are not eligible. This can be a real boost to a child's plans for an education-includes both grants and low interest loans. 


Disaster ADVICE-Digital cameras abound, but how many of you have used yours to really prepare for a disaster? You can use it to record everything about your home, both inside and out That includes trees and shrubs, decks, storage sheds, the insides of your closets, jewelry, the computer, even important papers and records.  Then make copies and give them to key people whom you trust, and one in a safe, fireproof location. It would provide irrefutable evidence for insurance purposes.

From Legislative Update for Jan 27— 
Since MOAA's Jan 13 alert about Defense leader's plans to triple or quadruple health fees for military beneficiaries, MOAA members have generated 22,000 messages to Congress.......House Minority leaders have fired off a letter urging the President not to jack up military beneficiaries health fees to pay for weapons programs....................0ur hope is that there will be a bipartisan effort in Congress to recognize that people programs are as important as weapons programs, and that the former shouldn't be a bill-payer for the latter. BUT WE NEED A BARRAGE OF GRASSROOTS INPUTS TO CONGRESS TO MAKE THAT HAPPEN. Please use .......MOAA's links to send your legislators a message, if you haven't already done so................................in ADDITION, PLEASE SIGN, STAMP AND MAIL THE FOUR TEAR-OUT LETTERS THAT APPEAR IN THE FEBRUARY MOAA MAGAZINE...........THESE LETTERS ARE ADDRESSED TO THE SENIOR LEADERS OF THE HOUSE AND SENATE Armed Services Committee, who will be the key players in this debate. Military people are a weapon system too—the only weapon system that has never let the country down in any way...................

Attention: Volunteers 
The following letter has been received from MOAA National: 

Dear Chapter President 
   For the last several years we have had an ongoing argument with some factions in the Pentagon about retirees being a "drain on the DoD budget" 
   To a large extent military retirees of all pay grades have been maligned as being "used up" and "useless" and a drain on a defense budget that should be focused on currently serving military personnel. 
   We here at MOAA HQ have a general idea about how much volunteer time you spend in helping our troops—at military hospitals, in recreation centers, deployment centers, etc. 
   What we need is some more specific numbers. We would ask you to poll your membership and determine an approximate number of hours, if any, your members spend volunteering at DOD facilities. Please note that many of you volunteer at VA facilities as well but our main thrust is on time volunteered at DOD facilities. 
   There is no urgency in reporting these figures but it would be a very useful statistic to have when our Council presidents Storm the Hill in late March. Thanks for your assistance. Your countless volunteer hours do us all proud.

They will be glad to take your reservation. Just, please do make a reservation if you plan to be there. 

Editor's Note-HAVE YOU PAID YOUR DUES FOR THIS YEAR? $17 is not a large sum of money but the person it represents counts for a great deal in MOAA's attempts, along with the other military organizations, to let our legislators know that we expect them to honor the contracts we all worked under when on active duty. It also seems necessary to point out to them that our present active duty personnel-regular, reserve and Guard-are looking at the way the retired community is treated and know that that is what they can expect if and when they retire. It would appear that the present incumbents in the Defense Department have no idea of the sacrifices they are asking from the military community. The struggle to increase the death benefit and the insurance numbers are only examples. EFFORTS TO INCREASE THE COST OF MEDICAL COVERAGE FOR FAMILIES OF THOSE CALLED TO ACTIVE DUTY IS ANOTHER. If we do not add our voices to those of other concerned people and demand what is rightfully ours WE ARE NOT GOING TO GET IT. It is not the National organization acting for us that makes the difference-it is the numbers of members on the local level and the "grassroots" effort we make that will grease the wheels. BE PART OF THE SOLUTION!!!!!!!!!! ——————ENOUGH——————
