Loop 1 Managed Lanes Update

The Mobility Authority has been working in partnership with the Texas Department of Transportation to complete a required environmental study for the Loop 1 project.  As part of that effort the Mobility Authority conducted traffic modeling earlier this year to ensure the managed lanes would be able to function safely and effectively.  The modeling demonstrated that the added capacity provided by the project would lead to improved mobility for all drivers in the corridor including those who would use the existing lanes.

Under federal law the Mobility Authority will be required to reaffirm noise levels in the corridor and determine where sound mitigation measures (noise walls) are warranted.  The Mobility Authority is currently working with TxDOT to identify funding to complete the environmental study.  Finalizing the environmental work is expected to take at least two more years, at which time, assuming the project receives federal clearance, construction could be initiated.   A precise construction schedule will be dependent upon the availability of funding."

UPDATE MARCH 27 2009 

CTRMA (Central Texas Regional Mobility Authority) has been studying the feasibility and safety of the MoPac1 Managed Lane Project. As was stated at the MoNAC annual meeting in Oct 2008, CTRMA is bound by the CAMPO resolutions that govern the development of MoPac. Only CAMPO can alter those resolutions. I am pleased to share with you that CTRMA will be moving forward with the development of a Managed Lanes Project on MoPac. We appreciate your demonstrated patience and commitment. As you know, we further reviewed and analyzed this project for operational feasibility and safety. Although we are satisfied that we have overcome most of the technical operational concerns, our team will continue to work on the details and the project schedule. You continue to have our commitment to work closely with you, as well as the City of Austin, TxDOT, public safety agencies, CapMetro and all the neighborhoods along this corridor.

MoNAC POSITION

MoNAC works toward improving and maintaining the overall quality of the neighborhoods adjacent to MoPac (Loop 1). 

CURRENT ACTION

CAMPO (Capital Area Metropolitan Planning Organization) 2030 Mobility Plan has approved the following for the MoPac corridor from Town Lake to FM 2222:

Evaluate extension of managed lanes to central business district.  TxDOT will coordinate with city, county and neighborhoods to minimize impacts.  Construction of managed lanes will take place within existing corridor right of way and will be at or below grade.  Project will include construction of noise walls and will provide adequate space for future ASARD commuter rail operation.

MoNAC neighborhoods are organized to work width TxDOT during evaluation and development of the MoPac corridor.

 

 

MoPac Project Update

Background information on MoPac issues that apply to our neighborhood such as managed lanes and sound wall plans are provided in the following document by Sid Covington.  The sound wall issue appears to be coming this spring as test sound walls with various finishes are built at the TxDOT Bull Creek facility (MoPac/Camp Hubbard side north of 35th/Camp Mabry is on opposite side of MoPac).  Input from the community is part of the evaluation process.

 

 

MoPac Sound Walls at a Glance

  • Sample sound walls planned for MoPac should be available for viewing in the spring 2007 timeframe.

 

  • The sample sound walls will demonstrate aesthetics, not noise reduction capability.

 

  • The sample sound walls will be located on the TxDOT Bull Creek Campus.

 

  • Three styles of sample sound walls will be built, varying between 10 ft to 18 ft.

 

  • An Aesthetic Advisory Committee will be formed to gather input from the community.

 

  • Neighbors along MoPac have received permission letters for the sound wall study
    (if you received one of these letters please respond to DMJM Harris representatives
    if you have not already done so).

 

  • 13 Neighborhood Noise Workshops will be held for communications.  There may be paired with the 13 MoNAC participants.

 

  • Noise reading are planned for about 40 backyards starting in the late April timeframe.

 

  • The selected style of sound walls would be placed where appropriate along MoPac as determined by the
    noise study results and property owner input.

 

  • Owners of both business and residential property that backs up to MoPac will be able to vote on accepting
    a sound wall on their property.

 

  • Note - Sound walls are not officially approved - they still need to be justified.  Sound walls will only by added to
    TxDOT if there is additional capacity on MoPac.
