MoPac1 Project RESTART
TxDOT has finalized the contracts for the restart of the MoPac1 sound wall/managed lane project. The restart Open Houses are planned for September. The NEPA http://www.epa.gov/compliance/nepa/ environmental process will take approximately two years.
From the TxDOT MoPac1 website:
In the next few months, MoPac 1's public involvement, preliminary engineering and environmental processes will resume:
• TxDOT will complete the schematic design and the NEPA environmental process. These will then be turned over to the CTRMA.
• If the NEPA process results in a "Build" alternative, the CTRMA will develop detailed plans and construct the project.

MoNAC Position and Action Statement
In
January of 2002, after the CAMPO resolution of 12-01, MoNAC then took the
following position:

MoNAC works toward improving and maintaining the overall quality of the
neighborhoods adjacent to
MoPac (Loop 1) from Town Lake to Hwy 183.
CURRENT ACTION POSITIONS:
MoNAC is committed to getting more people through the MoPac corridor
By
supporting the Commuter Rail District
By
supporting the investigation of HOV/managed lanes
Without
taking more neighborhood right of way
MoNAC is committed to working toward noise abatement for neighbors adjacent to
the MoPac corridor.

Below is the current CAMPO position. It is my opinion that CAMPO/TxDOT
have worked to have a plan to: work with the
neighborhoods, get more people through the corridor, and put up noise walls.
CAMPO Mobility 2030 Plan
Evaluate extension of managed lanes to central business district.
TxDOT to coordinate with the city, county and neighborhoods to minimize
impacts. Construction of managed lanes will take place within
existing corridor right of way and will be at or below grade. Project will
include construction of noise walls and will provide adequate space for future
ASARD commuter rail operation.
1) Evaluate managed lanes. The project is in the
evaluation stage, a consulting engineering team is being hired. There
is NOTHING in concrete at this time. A project manager for TxDOT has been
appointed, David Plutowski and a PR firm headed by Nancy Ledbetter. At a
Downtown Austin Alliance meeting, Thursday, March 24 2005, Bob Daigh stated once
again that he wanted to get mass transit moving down MoPac and into the downtown
central business district.
2) Coordinate with neighborhoods. District Engineer Bob
Daigh has said many times that he will work with a neighborhood committee.I do
believe he will do this and that is where our control will be. That is why we
must be on the same page. That would be, being on the same page, agreeing with
the MoNAC position of 1-01 and the CAMPO Mobility Plan of 2030.
3) Construct within existing right of way (at or below grade) This
complies with the demands from MoNAC in the 2001 battle over the TxDOT
Improvement Plan for Loop 1/ MoPac.
4) Construction of noise walls This is why MoNAC was formed in 1993
5) Operation of commuter rail MoNAC has been a proponent
of commuter rail (moving more people through the corridor) when CAMPO was saying
no way. We are proud to be future thinkers.

MoPac Project Update Background information on MoPac issues that apply to our neighborhood such as managed lanes and sound wall plans are provided in the following document by Sid Covington. The sound wall issue appears to be coming this spring as test sound walls with various finishes are built at the TxDOT Bull Creek facility (MoPac/Camp Hubbard side north of 35th/Camp Mabry is on opposite side of MoPac). Input from the community is part of the evaluation process. |
