The second annual Tejano Arts Festival was a big success

At sunrise, May 3rd, 1996, two dozen members of the Latino community in Austin occupied the future site and held a traditional dedication and healing ceremony including dancers, drummers, conchs, singers, and invocations.

A tree was planted and a stone set on the beautiful lakeside site. Participants resolved to persevere in the creation of the center despite lack of funds and threats from developers.
