Responsible Campaign Finance Reform in Texas
Texas is one of only a few states that has neither contribution limits nor public financing.We also have a disclosure system that is antiquated and loophole-ridden.
We propose a responsible, bi-partisan state plan similar to the national McCain-Feingold bill:
  • Full and timely disclosure 
  • Electronic filing with internet access 
  • Contribution limits modeled on federal limits
Disclosure Proposals
  • Large individual donors must report separately
  • Full soft-money disclosure 
  • Full out-of state PAC disclosure 
  • Report contributors’ employer and occupation 
  • Ban contributions 10 days before the general election
  • Mandate electronic filing (exempting small campaigns)
Contribution Limits
  • Limit reimbursements for candidate loans 
  • Treat loans as contributions subject to limits
  • Limit contributions modeled on the federal amounts:
    • Individual limits of $1,000 to a candidate, $5,000 to a PAC, $20,000 to the parties, and $25,000 in aggregate
    • PAC limits of $5,000 to a candidate, $5,000 to another PAC, $15,000 to the parties, and $50,000 in aggregate
  • Prohibit PAC splintering and earmarking
