- Minority families (Black & Hispanic) and youth in grades 1-2
- They live in high risk, poor neighborhoods in federally subsidized housing
- They are on public assistance (Medicaid, Food Stamps, AFDC)
- They are single parents
MANY ARE:
- Functionally illiterate
- Youth, 5-17 years, who are at risk
- Youth whose parents are unemployed
- Youth who have been arrested or stopped by the police
- Youth who are below one of more grade levels
- Youth with one or more family members in the criminal justice system
- Youth who carry a weapon
- Youth who are sexually active and at risk of AIDS
