Old Business ---------------------------------------------------------------------- Minutes approved unanimously. Chair's Report (with Dusty McCormick presiding) The August 16th RNCT meeting will be moved to Thursday, August 23rd, Tuesday, July 24th there is an important Planning Commission meeting at City Hall, discussing the proposed NCCD for 12th Street. Please attend if you can. Harvey Development Alice Glascow gave an update on the Harvey Development. They now have a portion of the Austin Sausage Factory land under contract. (Apparently the owner will keep his storefront but sell the back part of his lot). Accordingly, they are going ahead with the bigger-sized version of their condo plans. Ms. Glascow also showed us updated drawings of the condo layout, with the building along 12th resembling a zig-zag footprint. The townhomes that previously were shown along Bedford were not in these drawings, but that doesn't mean they are out of the plans. Due to difficult cleanup involved in that area of the property, their future is more in question. Ryah asked for an update concerning the cleanup/possible purchase of the woods between the condos and the neighborhood that developer Jason Reese promised to help facilitate. Homewood Heights residents are interested in keeping those woods free of future development to protect the privacy of the neighborhood. Ms. Glascow did not know the status of that endeavor. By-Law Changes We were pretty sure that we did not form a quorum (as specified in the by-laws) but we voted anyway just in case. The following neighborhoods were represented in these votes: Homewood Heights (with 3 voting members, one non-voting member), McKinley Heights (with 1 voting member), and Foster (with 1 voting member, and 1 non-voting member). "Non-voting" means these folks have not yet attended the number of meetings required to become eligible to vote. First vote, on the following wording: "Meetings shall be held at the discretion of the executive committee, typically monthly, but no less than six times a year." 5 yes; 0 no; 2 non-voting because ineligible Second vote, on the following wording: "The officers of the Rosewood NCT shall be elected as described in Section 7, and shall be, at minimum: Chair, Vice-Chair, Secretary and Parliamentarian." "The Parliamentarian will ensure that all RNCT actions are in compliance with these by laws and will, in case of any question of compliance, rule as the final authority on said compliance." 1 yes; 3 no; 2 non-voting because ineligible Relating to these votes, 2 items of discussion. Adam suggested that rather than have a Parliamentarian, we could just make it someone's job to always bring a copy of the by-laws to every RNCT meeting. Ryah suggested the following change to the by-laws: "If there is a quorum (as defined in the by-laws) present at the meeting, and 100% of that quorum agree to suspend the by-laws to better serve the efficiency or intent of those laws, then they may do so without being considered out of compliance." *Meeting adjourned*
