Chair's Report ---------------------------------------------------------------------- Introductions and motion to approve August minutes. Jane Rivera reported attending recent ANC meeting wherein the City stated new comprehensive plan will replace Austin Tomorrow Plan; that all neighborhood plans (including Rosewood) will become defunct and new planning process will begin. Jane encouraged Rosewood individuals to urge council members of choice to allow their present neighborhood plans be incorporated into the new neighborhood plans. Jane gave a Rosewood Dump Site Project update, stating the site remediation is to be completed by December 2011. Jane attended Austin Parks Foundation Application Training for yearly grants, and she encouraged Rosewood to form a project team and apply for funding for a Downs Field artistic, historical project by the January 31, 2010 application deadline. Jane Rivera discussed Homewood Heights' unanimous opposition to the Wallace Development Corporation's Rosewood Oaks Apartment Community development (presentation given at July 16 RNCT meeting). Greg Hammond, of Homewood Heights, requested more time to discuss the project with James Wallace and that a "blanket" letter of support not be offered on this project by RNCT, but that Homewood Heights meet individually with Mr. Wallace on an ongoing basis as the project progresses. Old Busines ---------------------------------------------------------------------- Neighborhood newsletter Lonny Stern gave release status of the "Greater Rosewood, Summer 2009" publication and urged neighborhood leads to contact him in order to distribute the newsletter to residents/businesses in their communities. Boggy Creek improvements George Walker of the Boggy Creek Greenbelt Project Team introduced individuals participating in creek restoration plans to improve poor water quality and storm-water drainage issues and ensure prevention of flooding. Mike Kelley, original project manager, discussed span of creek slated for improvement as being north, from Willowbrook Drive/Cherrywood Street, south to Rosewood's Boggy Creek Greenbelt. With the recent Austin Water Utility improvements and the funding from 2006 bond election stormwater/drainage-related funds, $25-million improvements will be made to the Boggy Creek Watershed. URS, an engineering and design service, was hired for design/construction plans, with a Winter 2010 design completion date. Within six months thereafter, permitting, advertising and bidding will take place on the project, and the actual construction start date will begin one year out from today's date. Darrell Jones, URS project manager, stated they are at the 60% design stage and discussed the expertise involved in the process. Dale Miller, Mainstream Restoration, Inc., geomorphologist, spoke about stream-process issues, i.e., bank safety, fluvial geomorphology, creating secondary flood plains. Carolyn Kelley, Landscape Architect, spoke regarding mitigating vegetation and re-vegetation (native species) along stream banks and in flood plains throughout the project. *Meeting adjourned at 8:00 p.m.*
