Zion Baptist Church), Nick Arthur (Chestnut), Lizzy Carol (Chestnut), Savanna Adams (Blackshear), Brooke Jones (Crestview), Bryan Robison (Austin Heights), Stephanie Elsea (Clifford-Sanchez) 6:30 PM | HOUSING DEVELOPMENT NEAR 12TH & CHICON ---------------------------------------------------------------------- Sean Garretson, Chestnut Revitalization Association, (512) 300-7270 1) Informed us the organization has contracts pending on properties located at 13th and Chicon 2) Goal: owner-occupied 30 – 45 units (80% MFI) 3) Possible free space in one of the ground floor retail spaces for an APD office. 4) They have/will be seeking funding from PeopleFund, COA, and Mercy Loan Fund. 5) Planning to work with Kelly Weiss at PeopleTrust to help with homebuyer education. 6) There will be a hearing at the PeopleFund office from 6 – 9:30 pm on November 2. 6:50 PM | PLANNED DEVELOPMENT PRESENTATION ---------------------------------------------------------------------- Sean Garretson 1) This project Sean is doing as Pegasus Planning, not the non-profit. The property is almost a block total and is by the detention pond. It is currently zoned TOD low density residential, which permits 16 units per acre, which means he could get 11 units on his property. What he wants is live-work flex (MU) which permits 40 units per acre, or 30 units on his property. Each unit would be 550—850 square feet each. He wants to use SMART housing. He does not have drawings yet, but wanted to get the concept to us. 2) He has a contract on the property, and is interested in a 3-story building on ½ acre site at 12th & Boggy Creek a) Once an historic park site, but City sold property b) Planning 30 unit live-work “co-housing” development 1. Buyers involved in design & shared elements 2. Shared dining hall space 3. External garden / bicycle workshop 4. Shared rooftop space 5. Working with COA to create pedestrian/auto access to MLK station from 12th street a. The Meredith Family (owner of Chestnut Commons) not responsive to creating access to MLK Station along 13th Street 6. 40% of units will be at 80% of MFI or below 7. 10% of the units will be at 0% of MFI or below 8. 50% of units will be at market rate c) Property will be on the Planning Commission agenda on November 8, 2011 d) If successful, will be put on Council Agenda on December 8, 2011 e) Meeting with Chestnut Neighborhood Meeting on October 26, 2011 f) Seeking feedback from McKinley Heights / Clifford Sanchez Neighborhoods to get decision from RNCT. 3) He also noted that the grand opening for his new venture with Hoovers and other restaurants is a food trailer park at 12th and Navasota. 7:17 PM | RNCT BYLAWS REVISIONS ---------------------------------------------------------------------- 1) See updated document with track changes 2) The following shows discussion about the various changes. a) Section 2 – should we dissolve the Community Housing Development Corporation (CHDO)? 1. Jane has been managing it 2. It has NO income 3. We have to file tax reports twice per year 4. LONNY proposes keeping the CHDO, and will take over tax filing (+) b) Section 3 – Clifford Sanchez and McKinley Heights are MEETING together but are NOT separate c) Section 4e – remove requirement of coming to 2 meetings before gaining right to vote d) Section 4 – Jane is going to reform this section to update so that each neighborhood nominates 2 representatives to vote on behalf of the neighborhood 1. DISCUSSION: should businesses, non-profits, and churches have ONE VOTE or should they apply for a nominated slot from the neighborhood association in which they conduct their activity? e) Section 5c – update to QUARTERLY meetings f) Section 5b) – update to elections happening every OTHER year g) Section 7e – change office terms to 2 years h) Section 7e – “No member shall serve more than 2 consecutive terms in the same office unless no other member wants to serve in that position.
