Texas Immigrant and Refugee Coalition TIRC was established in August of 1993 with funding from the Ford Foundation and in consultation with immigrant advocates in Texas. TIRC was formed to provide a statewide network through which immigrant and refugee advocates might come together to analyze and share information about public policy issues impacting these communities in Texas and to advocate for their fair and equitable treatment.
