The purpose of the Council is stated as follows in the bylaws of the organization:

To work for the betterment of Austin State School in the following areas:

• To explore and develop areas for volunteer services at the Austin State School.
• To assist in the recruiting of competent volunteers to provide needed services for the residents in Austin State School.
• To obtain materials and/or supplies for the benefit of residents and to help interpret these needs.
• To recommend to interested groups and individuals approved projects and programs.
• To act as an advisory group in maintaining satisfactory standards for volunteer services in the Austin State School.
• To encourage and support staff through morale-raising activities.
